I'm going to address a real-life situation but not reveal the names -- if these facts fit your interests, you would have the benefit of my thinking on this subject.
Situation:
Dad is now 92, has lived in the US for 4 1/2 years, has his Green Card, but not yet his US Citizenship. He will be qualified to get his US Citizenship after those 4 1/2 months.
But today he has a form of slow-growing cancer (like skin cancer) on his scalp -- on his head. Daughter took him to the doctor today -- the diagnosis is cancer, skin cancer, but too deep (?) to allow surgical removal == they suggest radiation to kill the cancer.
At 92, he would probably not be considered lucid enough to make a judgment on what type of treatment but daughter has a medical power of attorney. Also, dad had made it clear in years past that he didn't want any chemo or radiation.
Since he is not a US citizen he is not eligible for US Medicare -- if the family goes ahead with radiation, with no insurance, it will probably wipe out all of his savings -- perhaps even intrude into theirs.
After all, who can see dad suffering while they still have any assets??
So, this article treats this situation and answers the questions of:
1. Is it true that a non-citizen is not eligible for Medicare?
Generally yes. Here is a quote from the official US Goverment Medicare Web site:
If you are not a U.S. citizen or a lawfully admitted alien who has lived in the U.S. continuously for a five-year period, please contact the Social Security Administration at 1-800-772-1213 for your Medicare enrollment and eligibility. (source)
2. What does Social Security have to do with this for a Green Card holder?
3. When and how is a non-citizen who has a Green Card, and 4 1/2 years living in the US, eligible for getting US Citizenship? Does his health affect getting the citizenship? Does his situation (age, health and new citizenship) affect his ability to get Medicare?
4. Will Medicare, in these situations, provide insurance for the medical treatment he may need?
5. If dad is eligible for "Hospice Care" (in the state of California) will Medicare take over when he has it?
6. If the family uses his limited funds to put him in a "hospice-like" rest home, care facility, and pays in advance for five months, but admits to the hospital that care beyond that 5 months is NOT expected to be paid privately, but will be picked up by Medicare, explain all details, and show proof that they can take him out of that facility after 5 months if they don't have the Medicare and don't have more money??
